    PURPOSE:

    CareFirst is undertaking a digital transformation which requires enterprise agility paired with the retooling of our technology stack to speed delivery and expand our reach. The Digital Product Management team is leading this charge by advancing our Value Stream ways of working within Digital Factory and Strategy. To drive this transformation, the Product Manager is a leadership role within the Lean Agile Center of Expertise (LACE) team that will help drive the maturity of our Value Stream Operating Model through the CareFirst Transformation Roadmap.

    ESSENTIAL FUNCTIONS:

    Value Stream and Portfolio Coordination

    • Partner with Business Relationship Management, ePMO, and Value Stream Leads to define best practices to measure and enhance Portfolio Flow, enabling business agility for Value Streams.

    • Facilitate cross product roadmap dependency management and the impact to the overall Portfolio.

    • Provide guardrails on the use of Jira Align and Jira to ensure transparency across the Portfolio.

    Product Management Transformation

    • Create business value metrics through establishing Value Stream OKRs, implementing their measurement, and facilitating OKR Review and Problem Solving sessions.

    • Lead and mentor Product and Solution Managers on developing and maintaining a product vision and roadmaps.

    • Coach and mentor Product Managers on leveraging market research and obtain end user data through the execution of interviews, surveys, and testing to inform their product roadmaps.

    • Lead and mentor Product Managers, Product Owners, and Solution Managers to ensure that requirements flow and OKRs are measured and improved upon.

    • Identify and implement improvements to discovery sessions to capture functional and non-functional requirements, ensure its completeness, integrity, and technical feasibility.

    • Provide product management and product ownership leadership, mentoring and governance, to implement PM/PO standards and best practices.

    Value Stream Operating Model Transformation

    • Define and manage the Transformation Roadmap that aligns to business objectives, showing the value derived at each functional milestone.

    • Improve the flow of value through the value stream by improving and assessing practices to support DevSecOps and Release on Demand in the Continuous Delivery Pipeline

    • Enable continuous improvement by interacting with Value Stream teams and cross-functional stakeholders at all levels, conduct gap analysis and recommend an improvement backlog.

    • Drive continuous improvement mindset, ensure feedback loop to listen, communicate, and experiment with improvements.

    SUPERVISORY RESPONSIBILITY:

    Leads a team utilizing a matrix management system.

    QUALIFICATIONS:

    Education Level: Bachelor's Degree in Product Management, Engineering, Information Technology or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

    Licenses/Certifications:

    Scaled Agile Framework certifications such as

    • Certified SAFe Program Consultant (SPC)

    • Certified SAFe Lean Portfolio Manager

    • Certified SAFe Product Owner/Product Manager

    • Certified SAFe Agile Product Manager

    Experience: 10 years experience product management and/or product owner experience.

    Knowledge, Skills, and Abilities (KSAs)

    • Proficient in project planning and life cycle development.

    • Excellent communication skills both written and verbal.

    • Proficient in Agile methodologies, principles, and procedures.

    • Ability to use Product KPIs and business metrics to optimize the product.

    • Ability to recognize, analyze, and solve a variety of problems.

    • Ability to analyze, organize and prioritize work while meeting multiple deadlines.

    • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence.

    • Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

    • Experience facilitating and leading Portfolio level collaboration with multiple value streams, Enterprise Architecture, Business Relationship Management, and ePMO.

    • Experience coaching leaders, teams, Product Owners, and Scrum Masters in Lean-Agile practices and mindsets.

    • Experience managing and optimizing the flow of value through the ART and Solution Train using various tools, such as the Program and Solution Kanbans and other information radiators.

    • Experience improving the flow of value through value streams by improving and assessing the practices associated with DevSecOps and Release on Demand in the Continuous Delivery Pipeline.

    • Focus on continuous improvement via Inspect and Adapt workshops; assess the agility level of the ART and Solution Train and help them improve.

    • Experience with Jira Align.

    • Must exemplify the SAFe Core Values of Alignment, Transparency, Respect for People, and Relentless Improvement.

    Salary Range: $115,200 - $205,920
