    Department Summary

    The Cyber Infrastructure Protection Innovation Center (CIPIC) is developing and applying technologies, practices, and approaches to protect mission-critical infrastructure from malicious cyber or non-kinetic attack or disruption. Mission-critical infrastructures include critical infrastructure sectors (e.g., energy, transportation, water, etc.), the Defense Industrial Base, and Government systems-of-systems such as weapon systems and large-scale command & control, computing, communications, and intelligence, surveillance, and reconnaissance (C5ISR) systems. The Operations Manager will work cross-functionally to contribute to the center's strategy and shape the efficient functioning of the organization. A key responsibility will include providing project leadership across multiple technical areas and sponsors. Duties include developing and executing agile and efficient processes as well as continuously improving overall center operations.

    A key part of this role will be to collaborate within MITRE Labs as well across MITRE to ensure that MITRE CIPIC services support MITRE Labs vision and sponsors' needs. The operations manager will be empowered to codify and implement decision-making processes within MITRE CIPIC to ensure discipline, transparency and reinforce consistent practices as guided by MITREs Vision, Mission and Values.

    Job Description

    Internal / External Partnerships

    • Build and maintain relationships across MITRE, the government, and with external partners to grow and execute our work. Identify opportunities to achieve positive impacts in support of the strategic goals of the Center. Leads bid and proposal work for Government and industry sponsors.

    • Understand the needs of government and industry sponsors, the capabilities and limitations of organizations working to protect critical infrastructure. Identify and support partnering opportunities.

    Strategy

    • Execute Center-level strategy and vision, and lead execution as a change-agent for the Center.

    • Devise strategies to help the Center grow our work, identifying and implementing process improvements that will maximize output and minimize cost, while ensuring operational efficiency and increased productivity.

    • Encourage and drive the adoption of the strategy and supporting plans while staying agile and responsive to changing conditions.

    Operations, Finance, and Communications

    • Continually assessing, proposing improvements to, and overseeing the execution of division operations

    • Interacting with the division leadership team and serving as a liaison to MITRE Labs I&O, HR, and Finance, to enable the day-to-day business operations and recurring business activities.

    • Leading and coordinating the support of the division's administrative assistants for division-wide tasks

    • Analyzing division business operations data (e.g., staff location, sponsor support, awards, customer demand signals, approval requests (e.g., over per diem, fee requests), etc.) to inform business operations decisions.

    • Managing the Division tools to match staff to existing opportunities and identify and track work shaping activities

    • Overseeing the division recruiting process to ensure a fast and positive experience for a diverse set of candidates.

    • Facilitating onboarding, departures, transitions, and performance management.

    • Managing, facilitating, and serving as Workday delegate for HR functions, particularly in support of annual assessments, salary management, and promotion process management.

    • Managing, facilitating, and serving as Clarity delegate for project-related staffing, allocation management, budgeting, and all related activities.

    • Managing, tracking, and assisting in funding, defining, executing, and maintaining technical training initiatives

    • Serving as the division's primary point of contact for Communications Management, including authoring the monthly division newsletter and curating content for the division's MITRE internal SharePoint.

    • Managing office assignments/space planning in McLean

    • Managing laboratories in McLean

    Basic Qualifications

    • Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years and a Master's degree; or a PhD with 3 years' experience; or equivalent combination of related education and work experience.

    • 5 years of related experience in cyber security, computer science or engineering, data science, applied mathematics/statistics, operation research, or other physical science/engineering fields.

    • The ability and willingness to attain and maintain a DoD TS /SCI clearance

    Preferred Qualifications

    • 15 years of related experience in cyber security, computer science or engineering, data science, applied mathematics/statistics, operation research, or other physical science/engineering fields.

    • Experience in Government or one or more critical infrastructure sectors.

    • Active TS/SCI clearance.

    • Experience as a leader of a large organization leading hundreds of staff and/or overseeing over $10M or more revenue/P&L.

    • Demonstrated ability to collaborate across and with senior levels of management and an appreciation for a developmental culture.

    • Proven ability to adapt rapidly as information is discovered.

    • Excellent communication, collaboration, and presentation skills.

    • Demonstrated ability to understand large and complex data sets and translate them into user-friendly presentations that enable decision-making.

    • Success in setting and meeting strategic objectives and advancing short and long-term program goals.

    • History of team building, achieving team goals, and growing trust.
